If your fee is too low, you have two fixes. RBF (replace-by-fee) lets the sender resend the same payment with a higher fee; most wallets have a "bump fee" button. CPFP (child pays for parent) lets the receiver spend the unconfirmed coins with a high fee, which pulls both through together.
These are estimates. Blocks come at random, and new transactions with higher fees can jump ahead of yours.
