Past dates are real. Future dates assume 10-minute blocks, so they drift.

Questions

What happens at the halving?

Miners get half as much new bitcoin for each block. Fees from transactions are not affected. Nothing else changes, and no one has to do anything.

Why is the date only an estimate?

The halving happens at a block height, not on a date. Blocks come about every 10 minutes on average, but faster or slower runs move the date by days or weeks.

Why does it stop at 21 million?

The reward started at 50 BTC and halves every 210,000 blocks. After 33 halvings it drops below one satoshi, the smallest unit, so it becomes zero. The total adds up to just under 21 million (20,999,999.9769 BTC).
